A three-panel judge decided that the FCC issued the fine in spite of its longtime practice of only fining indecent broadcast programming that is "so pervasive as to amount to shock treatment for the audience."

Justin Timberlake was on stage with the singer at the time of the 2004 incident, when after singing "Gonna have you naked by the end of this song," he reached for her chest and subsequently exposed her breast. The event has widely been dubbed a "wardrobe malfunction."

The judges backed their decision by explaining that by instituting the fine, the FCC was departing from its prior indecency-defining policy, a recognition that the broadcast industry hailed as a victory. "This is an important win for the entire broadcasting industry because it recognizes that there are rare instances, particularly during live programming, when it may not be possible to block unfortunate fleeting material, despite best efforts," CBS said after the ruling.

AMY WINEHOUSE'S HUSBAND SENTENCED TO 27 MONTHS IN JAIL

Amy Winehouse's husband was sentenced to 27 months in prison on Monday (July 21st) for assault and obstruction of justice. Blake Fielder-Civil admitted to beating up a pub manager in 2006 and offering him $400,000 to keep quiet, behavior which a London judge called "gratuitous, cowardly and disgraceful."

Winehouse, who has made sporadic appearances at Fielder-Civil's hearings since his arrest nine months ago, was not present at Monday's sentencing.

One other man involved in the plot received 33 months behind bars, while two others were given shorter sentences.

Winehouse was only married to Fielder-Civil for six months before his arrest and subsequent imprisonment last November. They make the ultimate sacrifices for us by laying down their lives, but it seems like a lot of them just get forgotten about. I know my music inspires and helps a lot of people, but you can always do more. I teamed up with MTV and took the opportunity to share the spotlight with these veterans and hear their stories. Once these veterans return home, their stories are so moving that you can't help but want to do the right thing and help them out."

The special will focus on three returning veterans: Tirann Lewis, Shameeka Gray, and Lorenzo Zarate.

In related news, while West's music has been a staple in nightclubs for the past couple of years, the rapper shared that he had a deeper goal he's been working towards.
